Abstract: The question of how to deter Hamas from starting another conflict has dominated the recent discourse. Most observers have ignored the fact that, as an Iranian proxy, the terror group presents unique challenges to deterrence.

Biography: Professor Seliktar is Professor Emerita at Gratz College. She has written extensively on predictive failures in intelligence and is the author of eleven books and scores of articles in refereed journals, chapters in books, and large number of reports.
